The Fast Track Residence Permit

To obtain permanent residency on the island, the applicant must invest a minimum of €300,000 in one of the following categories of investment:

Investment in a New Home/Apartment

The applicant can purchase up to two (2) housing units (apartments or houses), provided the total market value is €300,000 + 5% VAT. The purchase must be related to properties sold by the development company (or companies) for the first time (not resale properties).

The funds must be transferred to Cyprus from abroad and deposited into the seller’s bank account.

The real estate purchase can be made by a legal entity in which the applicant and/or their spouse are the sole shareholders.

Selling the property results in the loss of residency status. However, the investor can replace the property with another one of equal or greater value. The new property must fully meet the conditions.

Investment in Commercial Real Estate, New or Resale

Eligible investments include offices, shops, hotels, or similar properties, or a combination thereof, with a minimum total value of €300,000.

Investment in the Share Capital of a Cypriot Company with Business Activities and Staff in Cyprus (Minimum of Five Employees)

There must be evidence of the company’s physical presence and operations on the island.

Investment in Shares of a Cypriot Collective Investment Organization (such as AIF, AIFLNP, RAIF)

Important! Investment options in shares and the capital of a Cypriot company are not available to Russian citizens at this time.

Program Conditions

Purchase of Property for €300,000

The applicant must purchase one or more residential properties that are being sold for the first time, with a total value of at least €300,000 plus VAT.

Resale properties (secondary market) are not eligible; only new properties from the developer can be used.

Applicants can purchase one or more of the following:

  • One apartment or house;
  • Two apartments or two houses, or an apartment and a house;
  • One apartment/house and one shop/warehouse;
  • One apartment/house and one office.

Investor Requirements

  • No Criminal Record. Applicants must have no criminal convictions.
  • Employment Restrictions. Applicants are not allowed to work in Cyprus as employees. However, they may own and receive income from a business on the island.
  • Income Requirement. The applicant must demonstrate a personal insured annual income of at least €50,000. The income increases by €15,000 for spouses and €10,000 for each minor child.
  • The spouse’s income can also be included in the total income calculation.
  • A tax return from the applicant’s country of tax residence must be provided to confirm income.
  • Sanctions Compliance. Individuals whose assets are under EU sanctions cannot participate in the investment program.
  • Visit Requirements. Applicants must visit Cyprus within a year of PR approval to submit biometric data and receive their PR card. All family members in the application must visit Cyprus at least once every two years.

Important Considerations

  • The property must be purchased before applying for PR, as proof of purchase is required in the document list.
    However, it’s important to note that the risks are minimal, with the likelihood of rejection being extremely low.
    Reasons for rejection could include: providing false information, having a criminal record or ongoing legal proceedings in any country, posing a potential threat to national security and the reputation of the state.   • Schengen Zone Considerations.
    Cyprus is part of the EU but is not yet in the Schengen Zone. Therefore, visa-free travel across Europe in 2024 may not be possible. With a valid residence permit, you can obtain a Schengen visa in Cyprus, which takes only 15 days. Previously, the Cypriot government announced plans to join the Schengen Zone in 2025.
  • The island’s separation from other Schengen countries ensures its autonomy in immigration policy.
